Byoudoku no Denpa was produced to raise public awareness of hygiene. The film is a rare example of a wholly animated feature, with no live‑action footage. In the mid‑1920s, the Ministry of Education released a series of microscopic science films, including Infectious Bacteria (傳染病の病原體, 1925), The Life of a Mosquito and the Spread of Disease (蚊の一生と疾病の傳播, 1925), and Flies and Diseases (蠅とその害毒, 1926). This animation draws on the achievements of those earlier scientific productions.
