In the year 2808, three convicts are recruited by the Cyber Police to keep major criminal activity in Oedo, formerly Tokyo, under control. For every mission they complete, their life sentences are shortened by a few years. To ensure compliance, the police affix special collars around their necks; if a convict attempts to remove a collar or fails to finish a mission within the allotted time, the collar detonates.
