When the secret occult society Shiromorishuua launches a gigantic monster at Tokyo, the Japanese peace‑keeping organization ASY counters with a Gousen, a metallic faery. The Gousen destroys the creature by driving it into the open ocean. Though the attack succeeds, a surprise assault follows: a girl, suspended in midair and radiating light, strikes with a beam. She is Rouran, a being who neither knows her identity nor her origins, and who transforms into an avenging angel whenever she encounters the Gousen or the Kyoushi, reanimated corpses. Confused by her mysterious existence, Rouran finds refuge in Tokyo Arcadia, a settlement of expatriates and dissidents, where she is watched over by Tetsuya.
