Marina, a solitary mermaid, grows weary of her underwater life and longs for the experience of walking on land. She seeks out a sea witch, who gives her a magic whistle that, when blown, can transform her into either a human or a mermaid. During her quest, Marina and a prince fall in love, but she cannot remain with him until she confronts and resolves her conflict with the sea witch.
