Keiichi Suzuki, the head of Oshika Construction, and Seijiro Matsuzaka, a member of parliament, have arranged a scheme that lets Oshika Construction use fewer materials in their projects while still securing approval for commercial use. However, the Government Crime Investigation Agency, Japan’s independently run, government‑approved equivalent to the FBI, is already pursuing the case. Jotaro Zaizen, a police officer long thought dead, serves as the agency’s agent on the Ōshika matter and assembles a team of people to investigate.
