Two‑month‑old kitten Chibi‑neko is abandoned by her former owners and is found by an 18‑year‑old boy named Tokio. Tokio’s mother, who is allergic to cats and terrified of them, reluctantly allows him to keep the kitten because she fears his growing withdrawal after failing his university entrance exams. Chibi‑neko quickly falls in love with Tokio, and although people only hear her meow, she perceives herself as a small human who speaks in human words and believes that all humans were once kittens like herself. A stray cat tells Chibi‑neko about a paradise called Cottonland, where dreams can come true.
