Two Japanese survivors of the Khmer Rouge massacres in Cambodia vow to find a sanctuary, even if they must build it themselves. Upon returning to Japan, they pursue seemingly opposite paths: one becomes a politician, the other a gangster. As Asami and Hojo navigate the intertwined worlds of politics and crime in modern Japan, they are willing to do whatever is necessary to secure their positions and uphold their vow. Loyal to no one else, their friendship is increasingly tested as they climb the ranks in their respective fields.
