Kenta, a budding Pokémon master, meets his childhood friend Marina at a Pokémon Center to compare how their skills have progressed. Their friendly battle is interrupted by a sudden thunderstorm and the arrival of Bashou and Buson, two Roketto‑Dan members who use the Crystal System, a technique that attracts Electric‑type Pokémon. Guided by Shiranui‑hakase, the duo plans to bring Pokémon back to Sakaki. Kenta and Marina discover this scheme and attempt to stop it, but their efforts become more difficult when the legendary Pokémon Raikou is captured.
